The announcement “PROPOSAL FOR CRIMINAL INVESTIGATION OF ERASURE PROCEDURES” did not make big noise.

It stand still on the main channels, no flashing, not repeated like slogan. But exactly that standing still make people cannot scroll past.

“This is the step they cannot take back,” Kade said, eyes glued to the line of text. “Once it become criminal… there will be names called.”

“And there will be people try push that name to others,” Niko added.

Raven not answer right away. She look at the list of signatures twenty seven names, each name carry different story, different level of silence that once existed.

“Prepare for the second wave,” Raven said. “Not memory. Is chain of command.”

Lucas nod.

“They will say: ‘I follow order.’”

“So then,” Raven reply, “we ask: who write the order, who transfer the order, who execute.”

The Criminal Investigation Committee announced two hours later no ceremony, no flags. Three independent prosecutors. Two civilian supervisors. One clause make Severance cannot dodge:

ALL “STABILIZATION” AND “RELEASE” PROCEDURES ARE WITHIN INVESTIGATION SCOPE.

“Stabilization,” Niko repeat. “Nice word for erase people.”

Raven step into the small meeting room where the prosecutors wait ready. No camera. No audience. Only files and eyes.

“We not need you as emotional witness,” one prosecutor said. “We need map of responsibility.”

Raven put THE CORE OF SILENCE on the table.

“Here,” she said. “Time, signature, path of command. No comment. No interpretation.”

She turn to Lucas.

“You.”

Lucas open the file, the diagram appear, layer by layer.

“The order not go straight,” he said. “It was blurred through three levels. Each level change one word enough for the next person think himself innocent.”

One prosecutor frown.

“So who take responsibility?”

Raven answer, voice calm:

“All those who touch the order. No invisible level.”

Silence record it.

The news start spread this time not stories, but summons.

A middle manager get called. And the shift leader of technical.

Legal advisor “only fix wording”.

The list not long. But precise.

“They fighting back by selective cooperation,” Kade said. “Throw few people to save the structure.”

“No structure left to save,” Raven reply. “Only sequence left.”

She send a short request to the Committee:
CROSS-CHECK SEQUENCE NO EXCEPTION.

Approved.

Night fall

Raven stand in front of the window, the city quieter than previous days not because fear, but because waiting. Waiting see where responsibility will go.

Lucas stand beside.

“You okay?” he ask.

Raven nod.

“Okay,” she said. “But this phase… will hurt.”

“Because no more anonymous,” Lucas said.

“Because no more general,” Raven correct.

The device vibrate message from prosecutor.

“REQUEST FOR INTERNAL WITNESS PROTECTION – HIGH LEVEL.”

Niko look up.

“They start scare for their people.”

“Right,” Raven said. “And that when the truth move fast.”

Next morning, the first criminal hearing was scheduled.

No forum. No broadcast.

But in front of the court people stand full.

No chant slogan. No raise banner. Just stand like a living boundary.

Kade look at that scene through car glass.

“You see?” he said. “They protecting… not you.”

Raven look down those faces once spoke on the forum, now stand together.

“They protecting their own memory,” Raven reply.

She open the car door.

“Let go,” Raven said. “Responsibility already has shape. Now time… to touch.”

When Raven step through the court gate, a new name appear on the summons table no one expect:

“EVELYN VOSS – RELATED FILE.”

Raven stop halfway.

The past just knock the door with her mother’s name.
