Chapter 193 Raymond Adjei
Chapter 193 Raymond Adjei
The formal submission reached the proceedings team at nine forty-seven on Sunday evening.
Diallo had filed it with the specific thorough efficiency she brought to everything and had copied Zara and Miriam and the international coordination team simultaneously so that the submission entered the formal record and the relevant people knew it had entered the formal record at the same moment without requiring a cascade of subsequent communications.
Miriam called at ten-fifteen.
Zara was on the second floor. She had gone back after dinner the way she had told her father she would and had been working through the implications of Raymond Adjei's position in the network architecture with Seline on the phone and the wall in front of her and the specific quality of a Sunday evening that had become something else entirely.
"The submission is received," Miriam said. "The proceedings team will incorporate it into the formal record as a matter of urgency. Given that the beneficial ownership documentation is directly evidenced through the jurisdiction's own disclosure requirements there is no authentication challenge available." She paused. "He is in the proceedings as of tonight."
"Asset preservation," Zara said.
"I have already submitted the application," Miriam said. "The direct beneficial ownership evidence gives us the strongest possible grounds. The destination accounts will be frozen before he can move anything." She paused. "Assuming he does not yet know the counterpart contacts have completed their tracing."
"He does not know," Zara said. "The tracing was completed under the sealed accounts framework. Nothing has entered the public proceedings record that would tell him the counterpart contacts had access to those jurisdictions."
"Then the freezing will reach the accounts before he can respond," Miriam said.
"Yes," Zara said.
She ended the call and looked at the wall.
At Raymond Adjei's name in the position she had written it when she returned from her father's house. Above Boateng. The highest position in the network architecture that the investigation had yet established.
She thought about all the names that had sat at the top of the wall.
Fitch first. Then Harries. Then Ashworth. Then Pemberton above Ashworth. Then the investigation had believed Pemberton was the foundation and the name at the top had stayed.
Now Adjei.
Above all of them.
Or at least above the adapted template operations that Boateng was running. Whether Adjei connected to the original twenty-year architecture or was a separate participant who had identified the network's operational capability after the original architects had been exposed was a question the investigation had not yet answered.
She called Seline.
"Adjei's connection to the original network," she said. "Is there anything in the cooperation accounts or the formal proceedings documentation that connects him to any participant below him in the architecture."
"I have been looking since Diallo sent me the counterpart report," Seline said. "Nothing in the cooperation accounts. Nothing in the formal proceedings. Nothing in the corporate registry mapping from the early investigation." She paused. "But I found something in the regulatory body file."
She went completely still.
"The regulatory review eleven years ago," she said. "The one that was redirected through Victor Hale's professional relationships."
"Yes," Seline said. "The file that Miriam requested from the regulatory body archive. The file that is taking one to two weeks to retrieve." She paused. "Miriam's office received the file on Friday afternoon. It was sent to me for analysis on Saturday morning."
"You have been analysing it since Saturday," Zara said.
"Yes," Seline said. "The file contains the anomalies that the compliance review identified before Victor Hale redirected it. Three acquisition vehicles. The anomalies in their corporate structures. And the names of the individuals the review had identified as connected to those vehicles through the corporate registry searches they had completed before the redirect."
"Adjei," Zara said.
"His name appears in the regulatory file eleven years ago," Seline said. "Not as a beneficial owner. As a person of interest connected to one of the three acquisition vehicles through a financial relationship that the compliance review had identified as anomalous." She paused. "He was in the original network eleven years ago. Victor Hale redirected the regulatory review specifically to prevent the compliance review from pursuing the thread that led to him."
She looked at the wall.
Adjei was not a separate participant who had arrived after the original architects were exposed.
He had been there from the beginning.
Or at least from eleven years ago.
The regulatory review had been close to finding him. Victor Hale had redirected the review to prevent that finding. The families who had been damaged in the eleven years since had been damaged in part because the review had been redirected away from Raymond Adjei.
She thought about Geoffrey Barton and the twelve years. About the families taken in the twelve years since Barton had received the phone call and had not acted.
Now eleven years.
The families taken in the eleven years since the regulatory review had been redirected away from Raymond Adjei.
Another timeline. Another moment when someone could have acted and did not.
But this one was different.
Barton had known and had chosen not to act. The regulatory review had been actively prevented from acting by Victor Hale's deliberate intervention.
The review had not failed.
It had been stopped.
"The regulatory file," she said. "Everything Seline has found about Adjei's presence in it. That goes to Miriam tonight."
"Already prepared," Seline said.
"And the connection between Adjei's presence in the regulatory file and Victor Hale's redirect," she said. "That establishes that the redirect was not just protecting the network generally. It was specifically protecting Adjei."
"Yes," Seline said. "That is what the connection establishes."
She looked at the wall.
At Victor Hale's name and the protection function notation.
At Raymond Adjei's name above Boateng.
At the line she had drawn between them.
She picked up her pen.
She drew a second line. From Victor Hale's name directly to Raymond Adjei's.
The protection function had been protecting a specific person.
Now they knew who.
