Chapter 192 The Counterpart Report

Chapter 192 The Counterpart Report
Diallo called on Sunday evening at six-fifteen.

Zara was at her father's house. She had gone after the morning's work on the second floor because her father had called at noon and said come for dinner and she had understood from the quality of the invitation that he had something to tell her and that the telling deserved the specific context of his kitchen rather than a phone call.

She answered in the garden.

Her father was inside. Damien was inside. The garden was in the specific condition of a Sunday evening in the later part of the year, the light going early, the air carrying the particular quality of a season that was settling rather than arriving. The rose at the far end was still visible. Still there.

"The counterpart report," Diallo said. "Both jurisdictions. The tracing is complete."

She moved to the far end of the garden and stood near the rose.

"Tell me," she said.

Diallo told her.

The five-layer structure in both additional jurisdictions had been fully traced by the counterpart contacts. The destination account and the two connected accounts registered in the same eight-month period had been mapped through their entire flow sequences. Every intermediate entity had been identified. Every final destination account had been located.

Three destination accounts in total.

The Quartey case had been routing to the first. The forty-fifth case had been routing to the second. The forty-sixth case had been routing to the third.

All three destination accounts were registered to the same beneficial owner.

Not a nominee directorship service. Not a privacy jurisdiction trust structure with obscured beneficial ownership. A real name. A real person. Directly on the registration documentation in both jurisdictions because both jurisdictions had disclosure requirements that were significantly more demanding than the ones Boateng had used for his other corporate structures.

He had believed those jurisdictions were outside the investigation's reach.

He had been less careful about disclosure because he had believed the disclosures would never be read by anyone connected to the investigation.

He had been wrong.

"The beneficial owner," she said.

Diallo told her.

The name was not one she had encountered in the investigation before. It was not a name from the cooperation accounts. Not a name from the formal proceedings. Not a name from any of the mapping work Seline had done across the months of the investigation.

It was a completely new name.

"Who is he," she said.

"His name is Raymond Adjei," Diallo said. "Fifty-seven years old. Operates primarily in the financial sector. His public profile is almost entirely absent which in itself is significant for someone of his apparent financial resources." She paused. "The counterpart contacts in both jurisdictions have identified him as a known figure in cross-border financial flows in that part of the network's geographic range. Not someone with a formal institutional presence. Someone who operates through relationships rather than structures."

She thought about Victor Hale and his professional relationships. About the specific power of someone who operated through relationships rather than through formal corporate structures. The institutional registries and the formal records could map the structures. The relationships were invisible until someone with access to the right networks named them.

"The counterpart contacts know him," she said.

"They know of him," Diallo said carefully. "He has appeared at the edges of previous investigations without ever being formally named in any of them. He operates at a level of remove from the specific transactions that his name appears in supporting documentation rather than in primary documentation." She paused. "He is the kind of person who has spent a long time making sure that when things go wrong they go wrong for someone else."

She looked at the rose in the fading Sunday evening light.

Raymond Adjei.

A beneficial owner whose name appeared on registration documentation in two jurisdictions that Boateng had believed the investigation could not reach. Whose name had never appeared in any of the investigation's cooperation accounts or formal proceedings. Who operated through relationships rather than structures and had spent a long time making sure things went wrong for someone else.

"Where does he sit in the architecture," she said.

"Above Boateng," Diallo said. "The destination accounts receiving the financial flows from the adapted template cases are in his name. Which means he receives the value extracted from the families through the adapted template mechanism." She paused. "He is not running the cases. He is receiving the proceeds."

"The same position Victor Hale occupied in the protection function," she said. "Not operational. Receiving."

"Yes," Diallo said. "But at a higher level. Victor Hale received compensation for activating the protection function. Raymond Adjei is receiving the primary proceeds of the operation itself."

She was quiet for a moment.

"He is above Boateng," she said. "And Boateng built the adapted template. Which means Adjei knew the investigation existed and directed Boateng to build something the investigation could not see."

"That is what the structure implies," Diallo said.

She looked at the rose.

At the thing her mother had planted that had kept growing while her father was not looking.

She thought about Arthur Pemberton's name at the top of the wall. About the moment she had written it above Harries's name and understood the investigation had not yet reached its apex.

The same understanding arrived now with the same specific quality of something that should have been completed being revealed as unfinished.

"Raymond Adjei," she said.

"Yes," Diallo said.

"He needs to be in the formal proceedings," she said. "Today. Not Monday. Today."

"I am already preparing the submission," Diallo said. "The counterpart contacts have the documentation. The beneficial ownership is directly evidenced. There is no authentication challenge available to him because the documentation is from the jurisdictions themselves."

"File it tonight," she said.

"Tonight," Diallo said.

She ended the call.

She stood in the garden for a moment.

Then she went inside.

Her father looked up from the kitchen.

"Stay for dinner," he said.

"Yes," she said. "And then I need to go back to the floor."
