Chapter 190 The Assessment Framework
Chapter 190 The Assessment Framework
Patricia built the framework in four hours.
She worked through Saturday morning at the kitchen table of her own home with her laptop and her notes and the specific focused concentration of someone who had been thinking about the problem since Friday evening when Zara had called and had been organising the thinking into a structure that could be deployed by people who were not Patricia and who needed the framework to be clear enough to use without the nineteen years of context that had produced it.
She sent it at noon.
Zara read it at her desk on the second floor where she had been since nine despite it being a Saturday because the work did not pause for Saturdays and the forty-six families did not pause for Saturdays and the adapted template that Boateng had built to operate in the investigation's blind spots certainly did not pause for Saturdays.
The framework was seventeen pages.
Not because it needed to be seventeen pages. Because what it needed to cover required seventeen pages to cover it with the precision that deployment across multiple territories simultaneously required.
It began with a diagnostic section.
The diagnostic section described the specific financial flow signatures that distinguished the adapted template from Crane's original. The two additional layers. The wider jurisdiction distribution. The specific characteristics of the intermediate entities at each layer that were visible even when the full ownership structure was obscured by privacy protections. The pattern of account registration timing relative to case commencement.
Then an assessment protocol.
Step by step. The specific sequence in which each element of the diagnostic was applied to a case file. The specific documents within the case file that contained the relevant information for each diagnostic step. The specific outputs that each step should produce and what those outputs meant in terms of which template variant was being used.
Then an action matrix.
Based on the outputs of the assessment protocol the action matrix described what needed to happen next for each possible combination of findings. Adapted template confirmed with no existing protective mechanism. Adapted template confirmed with existing protective mechanism requiring reassessment. Adapted template suspected but not confirmed requiring additional tracing. Original template confirmed requiring no change to existing approach.
Four possible outcomes. Four specific action paths.
Then the jurisdictional addendum.
The specific modifications required to the assessment protocol for each of the territories in which the framework would be deployed. The domestic territory. The first international territory. The second international territory. The two additional jurisdictions where the counterpart contacts were tracing.
Five territories. Five modified protocols.
All building from the same diagnostic core.
She read the framework completely. Then she called Patricia.
Patricia answered on the second ring.
"The action matrix," Zara said. "The fourth outcome. Adapted template suspected but not confirmed requiring additional tracing. What does additional tracing mean in practical terms for a territory where Seline's standard tools cannot reach."
"It means the counterpart contact in the relevant jurisdiction needs to be engaged immediately," Patricia said. "Not after the assessment protocol is complete. Simultaneously with completing the remaining assessment steps. Because the window between suspicion and confirmation is the window in which Boateng can move if he becomes aware that a case is under scrutiny."
She thought about the parallel tracing. Two parties in the same jurisdictional space neither knowing the other was there. The window between suspicion and confirmation as the specific moment of maximum vulnerability.
"I will add a note to the fourth outcome path," Patricia said. "Making the simultaneous counterpart engagement explicit rather than implied."
"Add it now," Zara said. "Before we distribute."
She heard Patricia typing.
The updated framework arrived in her inbox four minutes later.
She distributed it simultaneously to Diallo and Al-Rashid and Grace and Seline and Clara with a covering note that described what it contained and what was needed and by when.
Diallo acknowledged within two minutes. The counterpart contacts in both additional jurisdictions were already working. She would apply the diagnostic to the cases they were tracing in those jurisdictions immediately.
Al-Rashid acknowledged within five minutes. She would apply the framework to the Mensah-Diallo case and the three completed acquisitions in the first territory simultaneously. Her team had the case files.
Grace acknowledged within eight minutes. She was with George Aboah when the message arrived. She read the acknowledgement and it said she had told him about the dress and he had been quiet for a long time and then had shown her a photograph of his company's first completed infrastructure project and said this is what I built and it is still standing and no one can take the standing of it.
She read that last part twice.
No one can take the standing of it.
She looked at the wall.
At forty-six cases and the templates section and the handover point and everything the investigation had built and was still building.
At what next.
At the specific quality of work that had not finished and would not finish until every family had received everything the process could give them.
Clara appeared at her office door.
"The domestic cases," she said. "I have run the diagnostic against the twelve cases still in the active preparation phase. Four of them show the adapted template signature." She paused. "All four were cases I had already flagged as requiring closer financial scrutiny based on Patricia's cross-case entity analysis earlier in the week."
"The four cases," Zara said. "Names."
Clara told her.
She wrote all four names in her notebook.
Four domestic cases with the adapted template. Added to the Quartey case that had identified the adaptation in the first place. Five domestic cases operating under the adapted template.
She called Miriam.
Miriam answered immediately.
"Five domestic cases with the adapted template confirmed," Zara said. "Protective mechanisms in place for all five but the mechanisms were built against the original template. They need to be reassessed against the adapted version."
"I will have the proceedings team working on the reassessment today," Miriam said.
Today. Saturday.
The work continued.
