The Veil monitoring system that the dragon syndicate has been maintaining for forty years is not a single thing but a network of measurement points distributed across the city, each one calibrated to the specific threshold at which the Veil's capacity to manage human perception becomes insufficient for the activity occurring within its range, and the network reports to the operations room in Canary Wharf in real time, which means that I, Solis, who am the senior Veil monitor on the morning shift, have been watching the threshold indicators move for the past two hours with the specific focused attention of someone who is hoping for a number that is not arriving.
The Veil works on a principle of saturation management. Human perception is not blocked by the Veil so much as it is redirected, the specific events that would register as supernatural being processed by the human brain as something else, something within the category of ordinary experience that the brain can accommodate without requiring revision of the framework it operates inside.
