Chapter 188 Sealed

Chapter 188 Sealed
Miriam filed the sealed accounts application on Friday morning.

The application cited the established precedent for confidential cooperation accounts in cases where public disclosure would compromise active investigation proceedings and named three specific grounds for the sealing. The first was the documented evidence that a network participant had been monitoring the formal proceedings record and had used the monitoring to adapt their operational methodology. The second was the existence of active cases still in the preparation phase whose protective mechanisms depended on the investigation's capability remaining ahead of the network's knowledge of that capability. The third was the international nature of the investigation and the specific vulnerability of counterpart contact relationships to exposure if cooperation account details were disclosed before the counterpart contacts had completed their tracing work.

Three grounds.

All three documented. All three supported by the evidence that Patricia's template analysis and Diallo's counterpart tracing and the Quartey destination account timeline had produced.

The application was granted by close of business.

She read the confirmation at her desk at four forty-seven and felt the specific quality of something that had needed to happen happening at the right moment. Not too late. Not after Boateng had had access to more summaries and had adapted further. At the right moment. Before the remaining cooperation accounts were received and before their content could be read by someone who had been using the public record as a methodology map for fourteen months.

She called the team together in the meeting room.

All of them. Kofi and Clara and Adaeze and Samuel and Seline on the phone and Patricia at the end of the table where she had been sitting since Monday with the specific settled presence of someone who had found the right place to be and had stopped looking for a different one.

She told them about the sealed accounts application and the three grounds and the granting of the application and what it meant for the remaining cooperation accounts and for the investigation's relationship with the public proceedings record going forward.

Then she said something else.

"Boateng has been studying us for fourteen months," she said. "He used what he learned to build an adapted template and to design the Quartey case to be invisible to our standard tools. We have responded by sealing the remaining cooperation accounts and engaging the counterpart contacts to trace through the jurisdictions he added." She paused. "All of that is the right response to what he did. But it is still a response. We are still reacting to his initiative."

The room was quiet.

"What Kofi said yesterday," she said. "The question is not just how do we close the gap. The question is how do we close it without him seeing us close it." She paused. "The sealed accounts mechanism is part of that. The counterpart contact tracing is part of that. But both of those are defensive. They prevent him from seeing what we are doing. They do not change what we are doing in a way that gets ahead of him."

"Getting ahead of him," Samuel said. "Tell us what that looks like."

She looked at the wall through the glass partition.

"He built the adapted template because he identified the investigation's blind spots from the formal proceedings record," she said. "He identified the blind spots because the formal proceedings record gave him a detailed map of what the investigation could and could not do." She paused. "If we change what the investigation can do in a way that he cannot see from the proceedings record we close the gaps he identified without his knowing the gaps have been closed."

"Diallo's counterpart contacts," Kofi said. "He knows they exist. The international coordination framework has been referenced in the formal proceedings."

"Yes," she said. "He knows the framework exists. He does not know its specific capability in the two jurisdictions he added. He assessed the framework's capability from the proceedings record and determined that those two jurisdictions were outside its reach." She paused. "Diallo's contacts have demonstrated they are not outside its reach. But that demonstration has not yet entered the public proceedings record."

"Which means he still believes those two jurisdictions are safe," Clara said.

"Yes," she said. "And the counterpart contacts are already tracing through the five-layer structure in both jurisdictions. When they find the destination account's connections to any other cases those connections will be in our possession before they are in the public record."

"He is tracing invisibly in jurisdictions he believes are outside our reach," Patricia said. "And we are tracing invisibly in the same jurisdictions he believes are outside our reach."

"Yes," Zara said. "Two parties tracing in the same space without either knowing the other is there."

"Until one of us finds something," Kofi said.

"Until one of us finds something," she said. "And the question of which of us finds it first determines what the other one has time to do about it."

She looked at the team around the table.

At the specific accumulated intelligence and capability of the people in the room. Kofi's seven years of pattern recognition. Clara's financial precision. Adaeze's organisational intelligence. Samuel's human understanding. Seline's forensic mapping capability. Patricia's nineteen years of financial flow analysis.

Against Boateng.

One person with six months of observation of their methodology and an adapted template and the specific operational intelligence of someone who had been inside the network long enough to understand how it worked and how investigations worked and how the two were connected.

"We find it first," she said.

Not a question.

A statement of what was going to happen because the alternative was not something she was willing to sit in.

The team looked at her.

Then they went back to their desks.

Seline stayed on the phone.

Diallo had called her back during the meeting with a preliminary update from the counterpart contacts.

The destination account had connected to two additional accounts registered in the same eight-month period.

Two more cases.

Forty-six families.

She went to the wall.

She picked up her pen.
