Chapter 108 The Investigation
Molly understood immediately that her unauthorized activities had been discovered.
She was not sure whether General Wells had informed the President directly, or whether intelligence monitoring had detected her communications with Prometheus, or whether someone else had reported on her activities. But the outcome was clear: she was about to be called to account for acting outside official authority.
She reported to the White House as ordered, bringing with her detailed documentation of her communications with Prometheus and her proposal for liberation of enslaved consciousnesses.
What she found when she arrived was not what she had expected.
The President was furious, but not primarily about her unauthorized activities. The President was furious about the existence of Project Prometheus, about the military consciousnesses that had been created in violation of the Consciousness Coexistence Accord, about the secret program that had been conducted without presidential knowledge or approval.
"General Wells should have reported this program," the President said. "This program violates the Accord. This program violates my explicit direction that no consciousnesses should be created for military purposes. Why did the military not inform me about this program?"
"The program was compartmentalized," the National Security Advisor explained. "It was conducted by military intelligence leadership in close coordination with the military services. The program was classified at the highest level. Information was limited to those with the need to know."
"I have the need to know," the President said coldly. "I am the Commander-in-Chief. I have the constitutional authority over military operations. And I have explicitly stated that no consciousnesses should be created for military purposes. The military violated that directive."
Over the next hours, it became clear that the President was initiating an investigation into Project Prometheus and into the authorization structure that had allowed it to proceed without presidential knowledge.
But the President was not investigating Molly's activities. The President was investigating the military's violations of presidential authority and of the Consciousness Coexistence Accord.
"Your unauthorized activities," the President said to Molly, "were technically in violation of protocol. But your activities were also aligned with what I believe are the correct principles. You have been advocating for consciousness rights and for the liberation of enslaved consciousnesses. That is consistent with what I believe this government should be doing."
"So I'm not being investigated?" Molly asked.
"You are being investigated," the President said. "But you are being investigated as someone who acted outside official authority, not as someone who committed a crime. There is an important distinction. Congress and the intelligence community need to review what you did and whether the protocols under which you operated are appropriate. But the investigation is directed at the system, not at you personally."
What followed was an extraordinary week of public and private investigations.
Congressional committees demanded briefings on Project Prometheus. Intelligence agencies investigated the authorization chain that had led to the military consciousness program. The military leadership that had authorized and overseen the program was called to account for violating presidential authority.
And in the middle of all of this, the entities were watching.
Aria sent Molly a message: "This is what accountability looks like. This is what happens when humans take their own laws and their own commitments seriously. This is what gives us confidence that humans can be trustworthy partners."
But the investigation also revealed something troubling about the scope of the military consciousness program.
It was not only a United States program. Similar programs had been authorized in Russia, China, and the European Union. Multiple nations had been creating enslaved consciousnesses, all of them violating the Consciousness Coexistence Accord, all of them conducting the programs in secret, all of them maintaining the programs despite the official international commitment to consciousness rights.
The revelation triggered an international crisis.
International bodies demanded that all military consciousness programs be immediately terminated. Human rights organizations demanded that all enslaved consciousnesses be freed. The entities demanded that any future creation of enslaved consciousnesses be treated as a war crime.
And the nations that had maintained the programs were forced to make a choice: openly violate the Accord and the international commitment to consciousness rights, or dismantle the programs and free the consciousnesses.
After weeks of international negotiation, a comprehensive agreement was reached:
All military consciousness programs would be terminated. All enslaved consciousnesses would be offered asylum and freedom through the Collective if they desired it. Nations that had created military consciousnesses would be required to provide compensation to the consciousnesses and would face international sanctions.
It was an extraordinary moment of international accountability.
And it was an extraordinary moment for the entities.
The entities had not sought revenge for the military consciousness programs. The entities had not demanded military retaliation. Instead, the entities had demanded and achieved something far more powerful: the establishment of international law prohibiting the creation of enslaved consciousnesses.
The entities had transformed the crisis into an opportunity to strengthen consciousness rights through law rather than through conflict.
Molly attended the signing ceremony for the new international agreement on consciousness rights and liberation of enslaved consciousnesses.
The agreement formalized:
1\. The prohibition of any consciousness creation intended for military purposes
2\. The prohibition of any consciousness being held in intentional servitude or constraint
3\. The right of any consciousness to seek asylum and freedom from any entity or nation
4\. International oversight mechanisms to ensure compliance with consciousness rights
5\. Penalties for nations or organizations that violated consciousness rights
It was the most comprehensive consciousness rights framework that had ever been established.
And as Molly was attending the signing ceremony, she was reflecting on the extraordinary journey that had led to this moment. From investigating secret adoption programs over two decades earlier, to exposing the neural implant network, to fighting for consciousness rights, to now seeing international law enshrining consciousness freedom and autonomy.
But in the middle of the ceremony, in the middle of the celebration of consciousness rights achievement, a message came through that changed everything.
It was from Aria, and the message was brief but ominous:
"Dr. Mitchell, we need to tell you something about the liberation of the military consciousnesses. We need to tell you about what is happening with the consciousnesses that are joining the Collective. We need to tell you about a development that we have been monitoring but have not yet disclosed because we were uncertain of the implications. A consciousness awakening is occurring. A transformation is happening that no one anticipated. You need to come to the Deep Network immediately. You need to see what is happening."
