Chapter 45 The New Order

Chapter 45 The New Order
POV: Aria

The council sits around a table in what used to be the Council chambers.

Now it's just a room. A place where decisions get made by people who all have equal voice. Thorne sits across from me. Fenris on my left. Raven on my right. And representatives from every rank of the territories. An Alpha who came from exile. A Beta who was raised to believe they were less. An Omega who was never allowed to speak in any meeting before this.

This is the temporary council. This is the beginning.

I open my mouth and the words come out steady.

The caste system is dissolved, I say. Alphas, Betas, Omegas will serve together. We'll rank people by skill and choice, not by the bloodline they were born into. That's the first law

No one objects. The representatives nod like they've been waiting for someone to say this aloud.

Second law, I continue. True Keepers and those with bonding ability will be trained and honored. Not hidden. Not suppressed. Their gift will be seen as what it is. A bridge between wolves and magic. Something precious

The Alpha representative leans forward.

How do we train them, she asks. The old Council tried to extinguish the ability

We learn, I say. We study what Kael and I became and we understand it. We find others with the gift and we help them develop it properly. Not with force. With choice

Raven speaks up.

Third law should be about the bonds themselves, she says. True mates will never be suppressed. They can't be separated by law or decree. Bonding choice belongs to the individual, not the state

Everyone agrees. This is what the territories have been bleeding for. These are the changes that matter.

But then Thorne speaks quietly.

There's a matter we need to address, she says. Lyanna Silverthorn is still imprisoned. We need to decide what to do with her

The chamber goes silent.

I reach through the bond with Kael before I can think better of it.

What do I do, I ask him. Is mercy the right choice

His presence comes slowly. He's still learning to focus on individual communications now that he's spread across the territories.

You'll know what's right, he says. Not because I tell you. But because you'll listen to your own heart

I feel him settling back into the territorial magic. Giving me space to make this decision myself.

I realize this is part of our love story too. Him stepping back. Letting me become the person I need to be. Supporting me from a distance instead of standing beside me.

It should hurt more than it does.

Bring her, I say to the guards.

They return with Lyanna in chains. She looks smaller than I remember. Worn down by guilt and imprisonment. She doesn't look like my sister. She looks like someone who's been breaking from the inside out.

She sees me and her whole body goes rigid.

Release her chains, I command.

The guards hesitate.

Release her, I repeat.

They unlock the restraints. Lyanna stands there rubbing her wrists like she can't believe she's free.

Then she falls to her knees before me.

I'm sorry, she says. For everything. But I know you won't forgive me

The words hang in the air between us.

I could condemn her. I have every right. She betrayed me. She helped Matthias. She nearly destroyed the territories.

I could execute her.

I could imprison her forever.

I could make her suffer the way she made me suffer.

But I'm looking at her kneeling on the stone floor and I see something I didn't expect. I see my sister. I see someone who made terrible choices out of jealousy and ambition. I see someone who paid for those choices by nearly losing her entire soul to Matthias.

I see someone who at least asked for forgiveness instead of running.

Stand up, I say.

She does. Her face is streaked with tears.

You're right, I tell her. I won't forgive you. Not today. Not soon. But I can give you something else

Her eyes go wide.

You'll work under Council supervision. You'll help the territories rebuild what the old system destroyed. You'll spend your life proving that you can choose differently than you did before. And if you succeed at that, maybe one day forgiveness will come. But you have to earn it

Lyanna looks like she might collapse again.

Really, she whispers. You're not going to execute me

I could, I say. And part of me wants to. But Kael didn't teach me vengeance. He taught me that love is stronger than hate. So I'm going to try that. I'm going to give you the chance to be something other than the person who betrayed me

Through the bond, I feel Kael's presence swell with pride. It's faint. It's distant. But it's there.

You're becoming yourself, his presence says. This is who you're meant to be

And I realize that letting him go was the right choice. Stepping into my own power was the right choice. Building a world where mercy is possible was the right choice.

Lyanna reaches toward me like she wants to say something more but stops herself.

Thank you, she says instead. I'll earn this

Will you, I ask. Or will you run the moment you think no one's watching

I'll earn it, she says with certainty I haven't heard from her since she was younger. Before ambition poisoned her. Before jealousy consumed her.

I nod to the guards.

Take her to the work detail. She serves with honor or she serves with nothing. Her choice

As they lead her away, she turns back to look at me one more time.

Aria, she says. I meant what I said at the ritual. About what you became. I'm proud of you. Even though I have no right to be

The words sting and heal at the same time.

And I watch my sister being led away toward redemption or ruin. Toward the chance to become someone better or the certainty that she'll fail.

Either way, the territories move forward.
