The ceremonial chamber of Crimson Parliament hasn't hosted a treaty signing between wolf packs since 1847. That was the last time the supernatural community needed formal witnessing for an inter-pack agreement—a territorial division that ended a twelve-year conflict that cost both packs way more than the agreement did. I'm not pointing out the parallel out loud. A ceremony like this doesn't need commentary.
The chamber's been prepared with the kind of attention Parliament's staff gives to rare events. Formal seating arranged for witnessing, not a session. Parliament members positioned as observers, not judges. The right procedural distinction that also creates a physical arrangement different from what both packs are used to seeing—the institution in a supporting role rather than governing.
Supernatural London showed up in numbers the chamber couldn't fully accommodate. The overflow crowds are in adjacent rooms, listening to the audio feed, standing with the quality of people who understand they're witnessing something important even without a direct view of the table.
Callum arrives first, as agreed. The protocol of the Alpha who called the truce vote arriving before the Alpha who accepted it. Dante's behind him, Lucia beside him. Lucia's holding his hand with the quality of a five-year-old who's been told this matters and has decided to treat it accordingly—still, watchful, tracking everything in the room with that specific intelligence she has.
Cormac arrives four minutes later with Moira and Finn. Finn carries himself with the same quality he's had since his testimony in Parliament—the presence of someone who understands his significance and has decided to inhabit it fully rather than shrinking from it like adults sometimes do when significance makes them uncomfortable.
The treaty document was prepared by Parliament's legal staff with help from both packs. The six provisions are written in the precise legal language of supernatural community agreements. I've read it four times to make sure the precision reflects what was actually negotiated, not what the language was designed to produce—a distinction that requires attention with documents written by an institution with its own interests.
Callum reads it standing at the table with that focused quality he brings to anything requiring careful reading, then signs.
Cormac reads it standing across the table with the same focused quality, creating in the room the specific feeling of two brothers completing an action on opposite sides of a table that isn't a distance but a form. The document is between them, not dividing them.
Then Cormac signs.
I witness both signatures as Parliament's representative for this ceremony. The procedural role, but also the personal one of someone who's been watching these two brothers for six years and understands what this document means in the context of everything that came before it.
The six provisions: territory division, no recruitment poaching, hybrid protection in Callum's territory and non-harassment in Cormac's, Omega non-abuse in both packs under Cormac's established rule, Finn's formal challenge at sixteen with the winner leading both packs, and mutual defense against external threats.
Finn and Lucia are standing together at the side of the room during the signing—where they ended up after the adults arranged the formal positions. They're standing the way they have since Finn arrived in London and they found each other at the shelter—the way of children who've decided they're friends and aren't interested in the adult business happening around them. Lucia says something to Finn in a low voice, and Finn listens with that solemn consideration he gives to things Lucia says.
The community outside the chamber produces that specific sound of several hundred people receiving news simultaneously—the particular sound of information moving through a crowd, processed at the rate crowds process things—faster than individuals, with a different quality.
The anonymous message arrives during the reception that follows the signing. That's how anonymous messages arrive when someone wants them to land in the context of a public event—through the network, flagged to my attention specifically, written in the specific handwriting of no one I recognize.
I read it and look at Callum across the room. I decide in the moment whether to share it immediately or hold it. I decide to hold it because the ceremony has just produced something real, and this message—the kind someone sends to undermine real things—doesn't deserve the weight of the ceremony's moment.
It reads: Truces break. One of you will betray the other. They always do.
I fold it. Put it in my pocket. Return to the reception and watch Finn and Lucia standing together near the table where the treaty was signed. Finn's explaining something to Lucia with the patient quality of a seven-year-old explaining something important to a five-year-old. Lucia receives it with the serious attention she gives to things she's decided are worth receiving seriously.
The next generation. Standing together. At a treaty their parents just signed.
I'm going to tell Callum about the message. Just not tonight.
