Chapter 183 Mr. Greenwood's Journey

The Covenant's headquarters in Geneva has the quality of all buildings designed to project permanence, which is to say it is heavy and cold and smells of stone and old decisions and the specific atmosphere of an institution that has been telling other people what to do for long enough that it has forgotten this was ever a choice rather than a natural condition of the universe.
Vittoria Foscari meets me at the door, which is either courtesy or a statement about who is receiving whom in this conversation, and I decide to receive it as courtesy because the alternative is a conflict I did not come here to have.
I came here to manage a narrative.
The meeting room holds seven senior Covenant members and it has the seating arrangement of an inquiry, which means they have already decided what they think and I am here to provide the version of events they will allow themselves to be persuaded by. This is a situation I have managed before. The skill is in identifying which parts of the truth are loadbearing and which can be replaced with better-constructed versions.
"The facilities were compromised," I say, before anyone asks, because acknowledging the thing first takes the power out of their asking. "Three of the five were destroyed in coordinated attacks by an internally placed operative and an external wolf faction operating out of the Rookeries. The program sustained significant setbacks."
"Children," says the senior Covenant member to my left, a man named Erasmus who has been in this room for forty years and whose moral outrage has the practiced quality of someone who deploys it strategically. "The research involved children."
"The research involved subjects with hybrid physiology," I say. "The program's protocols have been revised."
"Revised," Erasmus says.
"The program's errors were operational. The program's goals remain valid." I let that land without elaboration, because elaboration in rooms like this suggests defense, and defense suggests guilt, and what I need to project is the composed certainty of someone explaining a situation rather than accounting for one.
What I am actually doing, in the space behind my composed certainty, is assessing what the Covenant actually wants from this meeting, because what they want is not what they have said they want, and the two are different enough that I need to understand the gap.
What Erasmus wants is to demonstrate that the Covenant's authority reaches British supernatural governance. What Vittoria wants is for the situation to resolve without requiring the legion, because the legion is expensive and politically complicated and she is smart enough to know that sending troops to London over a hybrid program would read as exactly what it is. What the other five members want is mostly to go home and not have to think about this.
I offer trade concessions first. Blood club franchise rights, European territory, revenue sharing on the London supernatural economy once stability is restored. The room receives this with the particular attention of people who were already inclined toward the concessions and needed a version of events that allowed them to accept them without appearing to have been bought.
I offer the observer presence second. Covenant monitors embedded in Parliament. Visible, formal, the appearance of oversight. The room responds to this more warmly because it costs me less than the trade concessions and gives them more of what they actually want, which is the ability to say they have influence without having to exercise it actively.
It takes two hours. It takes two hours and three different conversations that are all technically the same conversation and at the end of it the legion is off the table and the observers are confirmed and I am standing in the Geneva night outside the Covenant building with the specific satisfaction of someone who has managed an impossible room and left it on their own terms.
I am returning to London. The Covenant won't invade. But they sent observers. We must appear in control.
The problem with appearing in control is that it requires controlling enough of the actual situation to sustain the appearance, and the situation in London is not yet controlled, it is managed, and the gap between managed and controlled is where Callum Brennan lives, and I am running out of time to close it.
